High-income residents of New York City and President Barack Obama's home state of Hawaii would have the highest marginal tax rates in the U.S. if Congress adopts his proposal to increase taxes for top earners, a study found.

The Tax Foundation, a Washington research group that advocates for lower taxes, said state, local and federal taxes would impose a top 50.8 percent rate on high-income New York City residents. Affluent Hawaiians would pay 49.7 percent. Residents of California, Vermont, Maryland and New York round out the five states with the heaviest burdens, with top federal-state rates of 49.4 percent, 48.8 percent, 48.6 percent and 48.4 percent, respectively.

"High-income taxpayers, along with second earners, tend to be the most sensitive to higher marginal taxes," said Gerald Prante, the Tax Foundation economist who prepared the report. "And as they keep getting higher and higher, the marginal cost grows even faster."

Lower tax rates on income and investments enacted in 2001 and 2003 expire Dec. 31. Obama and most Democrats want to retain those that target individuals earning less than $200,000 and married couples earning under $250,000 and allow policies that benefited those with higher incomes to expire. Republicans generally back extending all of the tax cuts.

Obama's proposal would allow the top marginal tax rates of 33 percent and 35 percent to revert to 36 and 39.6 percent next year. Phase-outs for deductions and exemptions also would be reinstated, pushing the rate higher. Tax rates on dividends and capital gains would increase to 20 percent from 15 percent.

Under current law, the top federal tax rate applies only to taxable income that exceeds about $375,000; amounts below that are taxed at lower rates. Taxable income is equal to gross income minus deductions, so most taxpayers wouldn't begin paying at top rates until they gross more than about $400,000.

Following is an interview with Russell Watson from his CD cover titled: The Voice.

It is just about possible you have not heard about Russell Watson, the operatic tenor from Salford, North West England, but then it is unlikely that you will be reading this anyway... But for those of you who have chanced upon a copy of this his second album, Encore, you should know that Watson was the YTS kid changed with putting nuts and bolts in a machine in a factory before he was lifted from a life of drudgery and repetition by virtue of his voice and a determination to let the rest of the world hear it.

To date, at least one and a half million people across the globe have bought The Voice. Hook line and sinker. It is a voice so powerful and versatile that his voice coach, William Hayward, does not hesitate to call it "unique and with no qualifying adjectives". It is a voice which has been at number one in the UK Classical Artist chart since it was released (and is still there at the time of writing) whilst also gracing the top spot in several other countries.

Is it really twelve months since I saw him break down and cry as he listened to the final edit of the genre-defining and inspirational duet with Shaun Ryder of Barcelona, the single that announced the arrival of The Voice? "This year has gone so fast", he reflects, lying on a sofa in his rented London flat, casual in off-duty fatigues of New York Yankees baseball cap, sweatshirt and tennis shorts. "It doesn't seem like five minutes since the release of the first album and to be honest my feet haven't touched the floor. I have been whisked all around the world." He has also, it seems churlish to ignore, performed on the same stage as his idol, Pavarotti, and in front of the forty-third President of the United States of America.

"We were in the States for threee months, recording the album you are now holding in
your hands, and made a lot of friends over there. To begin with, leaving home for that amount of time was quite daunting; I missed my family, but even so it was nothing like singing in Italy, essentially the home of opera. I did a lot of TV there and the first show was the equivalent of the National Lottery in the UK except for the fact that there were about 500 people sitting in an amphitheatre. I felt like Spartacus going into the arena."

"Anyway, I was singing 'Nessum dorma' and was thinking, I hope I get the words right,
but at the first high section the audience started clapping and cheering. I finished the piece and the whole place was on their feet. I felt like I had conquered Italy." Veni, vidi, vici. Well almost. That might have to wait for the success of this album to outstrip the first and, when you consider that The Voice is the fastest-selling classical recording in UK history, that is asking for a lot. But if you don't ask, you don't get. You learn that as you put nuts and bolts into a machine on the shop floor in a factory.

"I have matured as an artist", he explains. "I am more confident as an entertainer, move around the stage more and communicate better with my audience. It is all experience... I started out in the clubs in front of 200 people and it is a bit of a culture shock to work with a 70 or 80 piece orchestra and perform in front of thousands. The very first time I worked with the Royal Philharmonic it was..." he lets his bottom lip tremble. And then burst out laughing. "I sort of had this feeling that all these guys are at the top of their trade and I kept thinking, here's little old me fresh from clubland... yeah, it was daunting and I have to say that, at first, they possibly didn't take me particularly seriously, as a result of where I am from, but I have worked with them several times now and feel at least the feet taller. Now I am introduced as Russell Watson and they cheer and that makes you feel good because it's like I have been recognized by real musicians. It makes you feel like you are part of a team. You aren't given respect, you have to earn it."

Presumably that is why, combining his trademark mix of pop classics and operatic arias, he has worked on this album with songwriters of the calibre of Lionel Richie and Diane Warren, and dueted with the former at his insistence and also with Lulu. Pop classics which come in for the Watson treatment include the Joe Cocker standard "You Are So Beautiful" and "Bohemian Rhapsody"; Lulu appears on "The Prayer", while the rest of the album continues in the vein he established on The Voice - that of bringing opera to the masses, smiling with sweet innocence at the established order as he does so. Consequently, you are also about to be blown away by "Ava Maria", Puccini's "Che gelida manina" and Verdi's "Celeste Aida" alongside "Where My Heart Will Take Me" (the title track of the new Star Trek series - and the first one to feature a vocalist.) Did I mention "Volare"? Prepare yourself.

But before you put you feet up and float away or if you're in the mood to shake the plaster off the next door neighbor's walls, please, if you will, observe a minute's silence for the Sunday newspaper critic who said that Russell Watson would never be successful until he received formal and classical musical training. That notice appeared the same day the first album went double platinum in the UK. Well, as the nameless critic is doubtless aware, you can't put a premium on timing. -- Bill Burrows

Survivors

It is said there are three stages of man; Youth, Middle and "You haven't changed a bit." Change is the name of the game. Consider:

We were before television, penicillin, polio shots, frozen foods, Xerox, contact lenses, frisbees and the Pill. We were before radar, credit cards, split atoms, laser beams and ballpoint pens, pantyhose, dishwashers, clothes dryers, electric blankets and automatic shifts.

We walked on sidewalks, not the moon. We got married first and then lived together. In our time, closets were for clothers, not for "coming out of." Bunnies were small rabbits and rabbits were not Volkswagons.

We thought deep cleavage was something a butcher did. Having a meaningful relationship meant getting along with your cousin. Fast food was what you ate during Lent. Outer space was the balcony of the local theater. We were before house husbands, gay rights, computer dating, dual careers and commuter marriages.

We were before daycare centers, groups therapy. We never heard of FM radio, computer chips, tape decks, electric typewriters, artificial hearts, word processors, Muzak, yogurt, and guys wearing earrings.

We would have thought that ERA, JFK, DDT, ESP and IUD were lovers' initials carved on a tree. We hit the scene when 5 and 10 stores were where you bought stuff for five and ten cents. For one nickel you could mail a letter, buy two postcards and mail was delivered twice a day. You could buy a new Chevy for $590.00 but who could afford one. A pity too, because gas was 10 cents a gallon.

In our day Grass was mowed. Coke was a cold drink and Pot was something you cooked in. Rock music was a grandma's lullaby, and AIDS were helpers in the school cafeteria.

"It was the best of times, it was the worst of times," wrote Charles Dickens. We agree. We made do with what we had and we "SURVIVED".

There is light and there is dark. There is life, death, work, search, or rain' and there is love... there is no more.

I dream or think as God allows it, but I create because I must --
simply to exist.

I am not a poet, artist, philosopher, or sculptor because I like it. It is not an escape nor hobby, and I do not believe it is a want, desire, or enjoyment. I create in these fields because I was born to, and I cannot stop.

These endeavors of mine, whether aesthetic or mundane, are the sum of my life. I cannot see the sheerness of beauty, wisdom, or the breath of truth without this being.

In living... everything offers and illusionary mystery to the gifted. This simple id often has an excellence of its own. My belief in this... is the basic key to all development for me.

As a supposed adroiter, I seek only to express the emotional content of what I view; but unfortunately, I still have only a mind and a deeply inspired feeling to reach this goal with. This knowledge and its practice offer a starange and trying existence, too often filled with sensitivity and loneliness.

Thus... my artistic efforts are really only an odd reflection of my lifetime, coupled to the young and the emotional visions I have oft pursued. It was difficult to live two lives... one in service for others so that they might be heard, and as a creative man; but perhaps this human experience one day will show within my poetry and art.

And, in essence....

I am self-taught at everything that I do within expression. It is not because I wish to be, but because it is important that I continue to be... or that I host this asperity. It is often very difficult to teach myself or find this truth, but there is no other way if I am to live within faith.

I am not a charlatan... nor a fool. I am a soul caught up and snared by creativity. I am not always pleased... but as a human being and a man's son, I am true to this axiom. I am also true... to my own entity.

Hence, I create because I must.

Biography;

Jeremy Dwyer is a third generation Irishman who came to American to serve in the military as a combat medic during times of conflict. These wars include Vietnam, WWII and WWI.

I had the pleasure of meeting Jeremy Dwyer once at the 747 Tavern in Everett, Washington in 1988 while serving as a US Army Recruiter in Lynnwood during my tour of duty 1987~90. Being half Irish we drank like two Irishmen that night.

Jeremy presented me with a copy of his book of poetry titled: PENETRATIONS, A book of Poetry, Essays, Proverbs, Drawings and Meditations.

Inscribed, "This book is dedicated to the few people who believed in me. It was because of their encouragement, sincerity and faith... that I have been able to be..... creative. To the children... to my family, and to the Keyist of Braeloch."

SEATTLE – Des Moines detectives are asking for the public's help as they search for whoever killed a woman in her apartment last week.

Jennifer Walstrand was found dead in her residence in the 24000 block of 25th Avenue South on Aug. 31. Police do not believe it was a random attack, but do not have a motive for the murder.

Des Moines police say the landlord, who lives in the next unit, heard "thumping" sounds. He also said the dogs inside the apartment were barking excessively, which was unusual. He called 911.

When officers arrived, nobody answered the door. They peeked in a window and saw the victim on the floor just inside the entryway. She was pronounced dead at the scene.

Police say Walstrand, who also went by the names "Roxie" and "Face," had a long history of prostitution arrests. They say she was involved in a dating service which included using the Internet to arrange and meet dates.

Evidence taken from the apartment includes computer and cell phone records. Des Moines police are requesting the public's assistance, including with Internet and cell phone record information. Police are stressing that their focus is on the murder, not on any alleged prostitution activity.

Sam Cooke was the most important soul singer in history -- he was also the inventor of soul music, and its most popular and beloved performer in both the black and white communities. Equally important, he was among the first modern black performers and composers to attend to the business side of the music business, and founded both a record label and a publishing company as an extension of his careers as a singer and composer.

Sam tested the waters of popular music in 1956 with the single "Lovable," produced by Bumps Blackwell and credited under the name Dale Cooke so as not to attract too much attention from his existing audience. It was enough, however, to get Cooke dropped by the Soul Stirrers and their record label, but that freed him to record under his real name. The result was one of the biggest selling singles of the 1950s, a Cooke original entitled "You Send Me," which sold over two million copies on the tiny Keen Records label and hit number one on both the pop and R&B charts. Introduction

"Remember Lot's wife," said Jesus. That is probably the most dramatic, potent illustration the Master ever used in a sermon.
As we read the context, it is very obvious that the words were being applied to those living on this planet right now. "In that day" refers to the "day when the Son of man is revealed." Here is what Jesus actually said:
"Likewise also as it was in
the days of Lot; they did eat, they
drank, they bought, they sold,
they planted, they builded; But the,
same day that Lot went out of
Sodom it rained fire and brim-
stone from heaven, and destroyed
them all. Even thus shall it be in
the day when the Son of man is
revealed. In that day, he which
shall be upon the housetop, and
his stuff in the house, let him not
come down to take it away: and
he that is in the field, let him
likewise not return back.
Remember Lot's wife." Luke
17:28-32.
What did Jesus mean by that cryptic expression "Remember Lot's wife"? What does that woman of long ago have to do with people who are watching the closeout of history? Why did the Master relate Mrs. Lot to our day? Jesus used her as a fearful warning. That woman became cold, careless, and disobedient. Finally the judgments of God fell upon her, and she became a pillar of salt on the plains of Sodom.
I gather that one of the most deadly perils for God's people in the last days will be to slowly slip away from the truth as Mrs. Lot did. Jesus warned that the loss of spiritual power takes place almost imperceptibly: "And because iniquity shall abound, the love of many shall wax cold." Matthew 24:12. As pressures of conformity and compromise crowd in, the faith gradually erodes and disappears.
I confess to you that this is the pastor's most perplexing problem today. Perhaps a newly baptized family in the church is bubbling with that wonderful first-love experience. They are willing to go anywhere and do anything for the Lord. Their contagious enthusiasm is a joy to behold. But soon the pastor notices that the ardor is beginning to wane a little bit, and the family is no longer excited about their faith. They slowly begin to withdraw from participation and even attendance at church. The pastor visits the family and tries to uncover the problem. To his surprise, he discovers that they still believe as much as ever, but they have lost their love for the truth.
How can we explain this slacking of spiritual power? How does the devil steal the very heart out of the Christian experience? One thing is certain: it does not happen suddenly or overnight. People lose their love for the truth by degrees. Little by little they lower the standards and compromise the faith, until nothing remains except a dead, empty formalism.
After reading all that Jesus said about those who are saved, we see one grand absolute truth standing out clearly. There will be no divided heart in heaven. There will be no half surrender on the part of the redeemed. Those who enter God's kingdom will be there because they wanted eternal life more than anything else in the whole world. The Lord Jesus used Lot's wife as an example of those in the last days who will not be single-minded for the truth; who will love material things more than the things of God. Christ said, "So likewise, whosoever he be of you that forsaketh not all that he hath, he cannot be my disciple." Luke 14:33.
Do you remember the story in the Bible about the businessman who went searching for the most priceless gem in the world? At last he located it and learned that it was for sale. But the price was outrageous! In order to buy that pearl he would have to sell his home, his business, and use every penny of his lifelong savings. But mark this: The man's desire for that pearl was so deep and compelling that he did not argue about the cost. He did not consider waiting until he could better afford the purchase. Nor did he attempt to bargain for a lower price. Immediately and eagerly he hurried away, sold everything he had, and brought the money back to buy the gem from the owners. The pearl, of course, represents eternal life, and those who desire it must be prepared to invest everything they have in order to obtain it.

Lot's Good Intentions

But let's come back to the story of Lot's wife and try to understand what Jesus wants us to learn from her example. According to the Bible record, she belonged to one of the finest families in the East. As the nephew of Abraham, Lot shared the tremendous faith of his uncle and prayed at Abraham's altar. When God's call came to get out of Mesopotamia, Lot went right along with Abraham, not knowing where the call might lead. Together they brought their families to the entering place of the Promised Land and offered their sacrifices of thanksgiving.
Then dissension erupted between the herdsmen of the two wealthy kinsmen. Their vast combined flocks and herds didn't have enough room to graze in such a restricted area, and they had to separate. Lot was given the choice of direction as the whole land stretched out before him. On one side lay the verdant hills with their lofty trees; the other led down into the crowded centers of commerce and trade. The materialistic appeal of the prosperous cities had an immediate impact on Lot, and the Bible records very simply that he "pitched his tent toward Sodom." Genesis 13:12. The predictable pattern of future tragedy was settled by that early decision to move near those wicked cities.
Lot stands forth as a man of good intentions. Quite obviously he did not actually plan to take his family into the urban environment of sinful Sodom. He would only live in the vicinity, where he could take advantage of the economic opportunities of such a bustling trade capital. Very likely he made special mental reservations about letting his family mingle with the degraded inhabitants of Sodom and Gomorrah. In fact, he had no idea at all of giving up his religion. His move was prompted by selfish concern over temporal advantages, and he had no intention of losing anything.
But what happened in spite of all the wonderful intentions? Poor Lot lost his wife, his possessions, and almost his own life. Good intentions were not good enough. He moved closer and closer to the cities until finally he actually moved in to dwell with the Sodomites. His plans to guard the spiritual interests of his children failed to materialize. All his rationalization about counteracting the wickedness with stricter prayer schedules and family-altar religion just didn't seem to work out as planned. He gradually compromised with the environment and watched his children slowly assimilate the ways of their heathen neighbors.
I'm sure Lot did not feel at ease when he first settled among the evil citizens of that abominable place. Every day he heard news of the mushrooming crime rate. He must have been repulsed and even horrified by the vile jokes and obscene language. Then he had to watch with alarm the growing fascination of his family for the perverted lifestyle of their friends and associates.
Finally, his daughters fell in love with worldly men and married them. Outside of the home, united with the enemies of God, they lost all faith in the ancestral religion of their childhood and youth. They began to look upon Lot as narrow and bigoted and soon expressed their extreme loathing of his half-hearted appeals to establish true worship in their homes.
Nevertheless, we still tend to sympathize with Lot in his frustrated attempts to hold the reins on his unregenerate wife and children. He had much against him, but most of it had been created by his own weakness and indecision. One compromise led to another, until finally he must have become totally demoralized over the rebellion of his worldly family.

Mrs. Lot's Response to Sodom

Still, it was an act of flagrant presumption when Lot actually settled within the city. The society there was shameless, degenerate, and entirely sex-perverted. Mrs. Lot not only moved into Sodom, but Sodom moved into her. She was the type who loved fine things, and the mad whirl of social activities fascinated her from the beginning. She was soon caught up in the excitement of party rounds of pleasure, and the evidence seems to indicate that she eventually shared much of the materialistic mind-set of the Sodomites.
Can we analyze the cause of such a shocking turnabout? How could it happen to the wife of Abraham's relative? Was it, perhaps, because no one was praying for her in that provocative situation? No, indeed. Abraham was pre- senting his prayers and sacrifices night and morning for his nephew's family. Was it because no warnings were given concerning the spiritual dangers? We cannot believe that those angel messengers left them without full information concerning the snares of Sodom. Then what brought terrible soul–ruin to this woman? Was it because she disbelieved the call of God to get out? No. She did not mock the message as did her married daughters and their husbands. She believed the warning and actually started on her way to safety.
But mark this – there was no eagerness in her heart and no enthusiasm for the program. She was so reluctant to leave the fine appointments of her affluent Sodom home that she lingered. Her heart and life had been so bound to material things that she could hardly pull away from the accumulated treasures of those finely furnished rooms. With death at her heels, she lingered. With life and security awaiting her on the mountaintop, she lingered. What was wrong with the woman? She loved the world more than she loved God. She still believed the truth; she knew what she ought to do; she wanted to be saved–yet she lingered.
We still find many people exactly like Mrs. Lot. They also believe the truth, know what they ought to do, and want to be saved. They linger, too, just as she did. Like Lot's wife, many of them wait until the pull of the world overpowers the will to act, and they are not able to let go of "things." Why will people linger over the call of God? Have you ever done it? Millions have lingered until the best years of their life are gone. They linger until their children grow up and are lost in the world. They linger until the world holds them with bands of steel and the voice of God dimly fades away.
But at last Mrs. Lot began to move. The record describes how angels had to take hold of their hands to hurry them out of the doomed city. The angels cried, "Escape for thy life; look not behind thee." Genesis 19:17. But Lot's wife did not reach the safety of the mountains. Why? The Bible tells us that she "looked back," and immediately she was turned into a pillar of salt. Why did God deal with her so severely? Was it not the smallest offense of all just to move the head slightly? The Word of God has a name for that type of action: sin. She disobeyed the commandment of the Lord, and her judgment underlines the urgency of obedience. God means what He says. There is no excuse for sin, and God cannot overlook it.

The Army says it plans to add up to nearly 5,700 more active-duty soldiers at Joint Base Lewis-McChord.

The Tacoma News Tribune reports that the additional troops would arrive through 2015, boosting the local economy while placing further demands on roads, housing and schools. The number of active-duty soldiers at the base would approach 36,000, a number that does not include Air Force or other service members on the newly consolidated base.

The Army projects that more than 8,600 family members would accompany the new soldiers, according to the final environmental impact statement for the plans.

The growth at the base has been dramatic in the past decade. In the late 1990s, a master plan for the base assumed it would have 18,000 to 20,000 troops. In 2007, Fort Lewis had some 23,000 soldiers.

U.S. Rep. Norm Dicks, D-Belfair, said in a statement Friday that the release of the environmental impact study "represents a clear signal of the strategic importance of this joint service installation" and is good news for the country's security and the area's economy.

The study reviews the potential for having the additional troops at the base, including up to 1,000 new combat service support soldiers and up to 2,800 soldiers assigned to a combat aviation brigade.

The combat aviation brigade would be the most significant addition, if approved. It would include 110 helicopters, including 24 attack helicopters; about 700 vehicles; and associated buildings. It would support three Stryker brigades and other units already based at Lewis-McChord.

Dicks said in his statement that the Army would draft a separate environmental impact study for stationing the brigade at Lewis-McChord and Fort Carson, Colo. He was optimistic about Lewis-McChord's chances in landing the unit. A decision is expected early next year.

"Our reading from the Army is positive on the entire package," Dicks said.

Construction projects and more live-fire training and maneuvers would be needed to accommodate the growth, the study says, and those would increase noise at the base.

In addition, traffic on Interstate 5 near the base, which is already congested, might jump 5 percent. The number of vehicles using Lewis-McChord gates during rush hours could increase 19 percent.

And, the study said, an estimated 2,770 more children would enter local schools, primarily in the Clover Park and Steilacoom Historical school districts. A Pentagon spending bill working its way through Congress includes nearly $85 million to build four new elementary schools at Lewis-McChord, served by Clover Park.
